Roane County Release Meanings
A Roane County release entry records the end of one agency's hold. It does not always mean that the person walked into the community. The Roane County Detention Facility holds people before trial, people serving qualifying local terms, and people waiting for another authority. A person may bond out, receive a court-ordered release, finish a local sentence, move to probation, or have a charge dismissed. The same jail can also send a person to the Tennessee Department of Correction, another jail, a federal custodian, an immigration custodian, a hospital, or another lawful placement.
The exact disposition controls the next step. “Bonded out” ends the county confinement after the bond condition is met, but it does not end the court case. “Time served” concerns the ordered local custody term, not the existence of the judgment. Parole is release from prison before sentence expiration under Board conditions and TDOC supervision. Probation is court-ordered community supervision and may follow split confinement. A transfer ends Roane's physical hold but continues custody elsewhere. Discharge means the identified custody or supervision term ended.
- Release
- The end of the named custodian's confinement or hold.
- Transfer
- A move from Roane County custody to another lawful custodian.
- Parole
- Conditional community release from prison before sentence expiration.
- Probation
- Community supervision ordered by a court, sometimes after a jail term.
- Discharge
- The recorded end of a custody or supervision term.
Roane County Release Record Fields
“Release record” is a useful label, not the name of one standard county form. Proof may sit in a confinement history, release transaction, jail log, bond return, court order, TDOC release authorization, VINE event, or receiving-agency record. A narrow request should identify the person and booking, then ask for the existing fields that document the exit. The public-record custodian may redact protected data, so the open record may not display every internal field.
| Field | What it shows |
|---|---|
| Name, aliases, identifier | Links the event to the correct person and booking or confinement number. |
| Admission and release time | Marks the recorded start and end of Roane County physical custody. |
| Release type or disposition | States bond, court order, sentence service, probation, transfer, or another recorded result. |
| Court and case number | Connects the jail transaction to the legal order or case disposition. |
| Holds or detainers | Shows whether another authority may control what happens next. |
| Destination or receiver | Identifies TDOC, another jail, federal custody, or another placement when recorded. |
| Authorization | Identifies the order or agency action supporting the exit. |
| Booking photograph | Ties an available image to that booking, subject to lawful limits and redaction. |
A court file adds the legal basis. It can show bond terms, dismissal, judgment, jail credit, probation, revocation, or a later order. The sheriff's timestamp is stronger for the physical exit, while the receiving agency's admission record is stronger for a transfer. Together they form a useful evidence chain.
Request Roane County Release Records
The Sheriff is the public-record request coordinator for Sheriff's Office records. The Sheriff records page links request and fee material, while the county policy supplies the formal access rules. Inspection requests may be oral or written. A request for copies, or inspection plus copies, uses written Form A in person or by mail. The county policy also requires proof of Tennessee citizenship for inspection or copies.
- Identify the person with a full name, known alias, date of birth, booking number, and a narrow date range when available.
- Ask for the existing booking or confinement record, actual release or transfer date and time, disposition, authorization, holds, destination, case number, and available photo.
- Submit Form A to the Sheriff's custodian at 230 North Third Street, Kingston, TN 37763, or call 865-376-5582 about the correct delivery route.
- Ask for an itemized estimate before copies are made. Inspection is free under the county policy.
- If records cannot be produced promptly, track the response due within seven business days and the stated production estimate, denial basis, or referral.
The general county schedule lists 15 cents per letter or legal black-and-white page, 50 cents per color page, actual cost for other media, labor after one hour, and vendor cost. Prepayment may be required after an estimate. The Sheriff's page links separate fee material, so confirm which current schedule applies to the requested record. A custodian must provide existing open records, but does not have to create a new released-inmates list or answer questions in place of producing a record.
Note: Seven business days governs the response when prompt production is impracticable; it is not an automatic waiting period.
Roane County Release Record Law
The Tennessee Public Records Act, chiefly Tennessee Code § 10-7-503 and § 10-7-506, opens state and local government records to Tennessee citizens unless another law applies. The definition can include documents, photographs, and electronic data made or received in official work. Access reaches records that exist. It does not force the Sheriff to compile a new report from the jail database.
Confidentiality rules can protect medical facts, personal identifiers, victim information, law-enforcement-sensitive material, juvenile records, sealed cases, and expunged records. Redaction of those parts does not close the rest of an otherwise open record. Expungement under § 40-32-101 is a legal process with outcome-specific conditions. Release, dismissal, acquittal, or the passage of time does not by itself prove that a record was expunged.
Web visibility is different from lawful retention. Roane publishes no exact retention period for adult jail release transactions or booking photos in Citizen Connect. Ask the Sheriff which adopted schedule covers the record series. Modern jail requests start with the Sheriff. A court judgment, TDOC file, archived county record, or receiving-agency record may survive even when one web result no longer appears.
Correct Roane County Release Records
An error should be described field by field. For a Roane jail release record or booking image, give the Sheriff's records custodian the booking number, relevant dates, exact disputed text, and any official record that supports the correction. Ask for the existing record and the office's correction process. A demand to delete the whole file may miss the real issue, especially when only one status, date, or destination is wrong.
A FOIL concern goes to TDOC Records Management with the TOMIS or SID number and the exact status or date in dispute. State records requests should identify the offender, birth date, and requested release, discharge, sentence, or transfer document. FOIL is a public index, while the underlying TDOC record supplies stronger proof. Current TDOC and Department of Safety instructions should also guide state identification questions after release; the county jail should not be assumed to issue a replacement ID.
Roane County Release Court Records
Roane County release research often spans General Sessions, Criminal, and Circuit Court functions administered through the Circuit Court Clerk. The Roane Courts portal provides court and docket access. A docket is a schedule or event list, not a final disposition. Seeing a name on a hearing list does not confirm current confinement, release, or the physical time of departure.
Request the judgment, bond or release order, dismissal, probation order, revocation order, or later order by case number. General Sessions ordinarily handles preliminary criminal matters and misdemeanors within its authority. Felony cases proceed in Criminal Court. Useful docket terms include bond, recognizance, mittimus, dismissal, nolle prosequi, judgment, time served, probation, capias, revocation, and bind-over. These entries help explain the legal path, but the jail transaction confirms when Roane physical custody ended.
Can a signed release order prove the gate time? No. Staff may still need to process identity, bond, other holds, property, medication, safety, or transport. Match the court order with the Sheriff's actual exit record.
Roane County Jail Release History
Old search results can describe a different Roane jail. Historical reporting says the present facility replaced a 57-bed lockup that lost certification in 2007, and the newer jail was unveiled around 2009. A 2018 report described crowding and cited a nominal capacity of 170 at that time. Those figures are historical context, not a current capacity statement or a release count.
The distinction matters when evaluating a stale address, capacity claim, or description of jail operations. Current information should come from the Sheriff's official facility and records channels. Dated TDOC jail summaries may describe population categories such as pretrial detainees, locally sentenced people, and TDOC backup, but those figures cannot identify who left custody. A TDOC backup detainee can disappear from the county list after transport to state custody, which is a transfer rather than community release.
Find Roane County Released Inmates
The correct search follows the last known custody type. Start with Roane's official current-confinement interface. Then check a rapid custody-event source and the record that explains the legal authority. Preserve the exact status text and search time. When sources differ, keep both readings and ask the agency for the transaction rather than turning the mismatch into a guess.
- Search the Roane Inmate Confinements database. A current entry suggests confinement; no entry is inconclusive.
- Search Tennessee VINE by name or offender ID, compare the reporting facility, and read the latest event exactly.
- Use TDOC FOIL if a felony sentence, state transfer, parole, or state probation makes TDOC relevant.
- Check the Roane court case for the bond order, disposition, judgment, sentence, dismissal, probation, or later order.
- Use BOP for federal custody and ICE only when a record identifies immigration custody or a detainer.
- Request the Sheriff's release or transfer transaction when public tools remain silent or conflict.
The official Sheriff page points to the Inmate Database, while the vendor screen calls it “Inmate Confinements.” The official Sheriff handoff shown below confirms the source, but it does not turn the live roster into a historical release list.
The screen helps locate the proper county tool. Release still requires the Sheriff's event record, VINE, court disposition, or a receiving record.
Roane County Release FOIL Search
TDOC's Felony Offender Information Lookup covers felony offenders currently or formerly in TDOC custody or under TDOC supervision. It is the main public state path for a released state prisoner, but not for every short Roane County booking. If FOIL says “Incarcerated” after a person leaves the county database, that supports a transfer into state custody. “Parole” or “Probation” shows community supervision. “Inactive” generally means no active TDOC custody or supervision, but the reason should come from the discharge record.
| Search field | Use | Key caution |
|---|---|---|
| Last and first name | Search by legal name and compare identity details. | Similar names require care. |
| Race and aliases | Narrow a name search or include matching aliases. | Use the alias option only when it fits the entered name. |
| TDOC ID | Search the TOMIS identifier. | This is not a county booking number. |
| State ID | Search the SID identifier. | Confirm the number before relying on a result. |
| Supervision Status | Read incarcerated, parole, probation, or inactive. | Copy the exact label. |
| Release Eligibility Date | Shows when an applicable release process may become available. | It is not a scheduled exit. |
| Sentence End Date | Shows the recorded sentence-end field. | Credits, orders, holds, and other custody can affect events. |
The direct FOIL search and a lawfully selected former-offender result are represented in the image below. The visible fields help separate state custody from Roane jail custody.
FOIL is an index. Request the TDOC discharge or release file for the actual date, type, cause, destination, and sentence record when those details matter.
Roane County Recent Release Checks
Roane County has no verified official rolling 24-hour or 72-hour released-inmate feed. The public Citizen Connect interface shows current confinements, and no official source publishes its refresh cadence or released-entry retention. Do not compare roster snapshots and label each disappearance a release. For a recent event, search the specific person in VINE, call the jail, and request an existing release transaction for a narrow date range. The custodian need not create a daily compilation if one is not kept.
The official “Roane County Sheriff, TN” mobile app advertises access to the Jail Inmate Database along with alerts, news, tips, directory functions, and registry access. Its verified public descriptions do not promise a recent-release tab or released-photo archive. Treat it as a mobile current-custody route unless the live app documents a different feature.
Note: A list refresh cannot establish the physical release time or distinguish community release from transfer to another custodian.
Roane County Release Search Paths
Each system answers a different question. The county roster tests present local confinement. A county release transaction records the end of that confinement. FOIL tracks current and former Tennessee felony custody or supervision. VINE carries reported custody events and notification choices. Court records explain legal authority. Federal and immigration tools apply only to their own custodians.
| Situation | First source | What confirms the result |
|---|---|---|
| Possibly still in Roane jail | Inmate Confinements | Current detail and jail confirmation |
| Released from Roane jail | Sheriff release transaction | VINE event and court disposition |
| Transferred to TDOC | FOIL | TDOC admission or records file |
| Released from state prison | FOIL status and release information | TDOC discharge record |
| Federal release | BOP Inmate Locator | Federal record and court docket |
| Immigration transfer | ICE locator after a recorded transfer | Receiving agency confirmation |
A VINE release result means the reporting agency transmitted a custody-change event. It does not rule out a detainer, transfer, new booking, parole, or another custodian. Likewise, a BOP result of “Released” or “Not in BOP custody” concerns federal custody only. Neither result proves the end of every other case or hold.
Roane County Release Facilities
Two facilities appear in the research map, but they serve different populations. The Roane County Detention Facility is the adult county jail. Adult releases can go to the community or another custodian, and the Sheriff's release record starts the confirmation chain. Roane County Temporary Holding Resource is a juvenile temporary holding channel. Adult roster, FOIL, public booking-photo, and ordinary adult VINE routes must not be applied to a child.
- Roane County Detention Facility: adult county custody, with release or transfer confirmed through the Sheriff, VINE, court, and any receiver.
- Roane County Temporary Holding Resource: juvenile release or placement handled only through authorized family, counsel, agency, and Juvenile Court channels.
No TDOC state prison or BOP federal prison is located in Roane County on the researched official lists. City police may use short-term holding rooms, but the county jail or another receiving jail normally holds the confinement record after booking. The court holds the case disposition.
