Roane County Parole Versus Probation

Parole and probation both allow a person to live in the community under rules, but they begin in different ways. The independent Tennessee Board of Parole decides whether an eligible state prisoner may be paroled. Tennessee Department of Correction, or TDOC, then provides field supervision. Probation comes from a court order. It may take the place of incarceration, or it may start after a period of split confinement in jail. TDOC also supervises state probationers in the community.

A favorable parole vote is not the same as the release event. A release plan and other pre-parole terms may still need approval. Likewise, a probation order can set reporting terms that are more precise than any public directory. TDOC states that a probationer ordinarily reports within 48 hours after placement on probation or release from split confinement. The signed order and instructions from the assigned officer control the individual case.

Parole

Conditional community release from prison before the sentence expires.

Probation

Court-ordered supervision in the community, sometimes after a short jail term.

Discharge

The recorded end of custody or supervision, not erasure of the court case.

Absconder

A supervision term that must be confirmed through the responsible agency, not inferred from a missing web entry.

Check Roane County Supervision Status

The main public state index is TDOC Felony Offender Information Lookup, commonly called FOIL. It covers people now or formerly in TDOC custody or supervision. A result may show Supervision Status and Assigned Location, along with sentence and release information. FOIL does not cover every brief Roane County jail stay or every local misdemeanor. The court file remains vital for probation orders, while the Board holds the parole decision record.

1. Search FOIL by last and first name, TDOC or TOMIS ID, or State ID or SID. Use the aliases option only when it matches the name being checked.
2. Compare the identity fields before opening a record. Copy the exact Supervision Status and Assigned Location rather than paraphrasing them.
3. If the status says Parole, verify the Board decision and any release-plan conditions. A hearing date or recommendation alone is not a final grant.
4. If it says Probation, obtain the Roane court judgment or probation order. The order explains when supervision began and which terms apply.
5. Use the TDOC field-office directory to confirm the office serving Roane County. Ask the assigned officer or District 21 for current reporting directions.
6. If the sources conflict, request the underlying TDOC or court record. Keep each exact status and the time it was viewed.

The full county release transaction may still matter. A person can leave the Roane County Detention Facility on probation, transfer to TDOC, or leave another Tennessee prison on parole. Roane County District 21 Supervision

TDOC assigns Roane County to District 21 with Anderson, Blount, Campbell, Fentress, Loudon, Morgan, and Scott Counties. The official field-office directory lists both a district office in Clinton and a Roane reporting location in Kingston. That split matters. The Kingston address is a local reporting point, but district administration and current instructions may come from Clinton.

Do not treat the Kingston street address as permission to report without direction. Office assignments, schedules, and required contacts can change. The person's officer or District 21 should confirm where and when a report is due. Public staff also may not disclose protected case details to an unrelated caller.

Roane County Supervision Violations

Conditions can address reporting, travel, treatment, payments, residence, contact, and conduct, but the individual order and officer instructions are the only safe source for one person's terms. A violation allegation does not explain its own outcome. Supervision may continue, conditions may change, or a formal revocation process may follow. A preliminary revocation hearing addresses probable cause. A final hearing determines whether parole is revoked or the person is reinstated.

No official standalone TDOC absconder list for Roane County was verified. A blank location, missing FOIL result, rumor, or planned hearing cannot be turned into an absconder finding. An active warrant should be checked with the issuing court or responsible law-enforcement agency. The Roane court portal can help locate the case, but a docket is a schedule, not the order itself.

Roane County Release Supervision Types

Tennessee has supervision categories that do not fit a simple parole-or-probation label. Determinate release under Tennessee Code § 40-35-501 is a special probation route for qualifying one-to-two-year felony sentences and includes a notice and objection process. Community Supervision for Life under § 39-13-524 applies after prison, probation, or parole for designated offenses. These rules show why release from a jail or prison does not always mean all correctional control has ended.

The Board's hearing process also has several stages. A hearing officer makes a nonbinding recommendation, and Board members make the final decision under the required vote. A custodial hearing may concern parole from one sentence to another, not release to the community. A grant can remain subject to a suitable plan and TDOC authorization. Exact terms such as granted, denied, deferred, revoked, reinstated, or rescinded should not be collapsed into a generic result.

Roane County Parole Hearing Schedules

Tennessee uses an unusual access path for current parole calendars. The Board's hearing page says state-prison and county-jail schedules are updated weekly on Monday, or Tuesday after a Monday holiday. Current schedules are requested from BD.HearingSchedules@tn.gov, and schedule changes can be checked with the Board at 615-741-1150.

A schedule proves only that a hearing was planned. It is not a decision database, a parole grant, or evidence that a person left custody. FOIL may display a parole hearing date and result, while the formal Board notice is the stronger decision record. Even a grant can remain subject to release-plan approval, pre-parole conditions, and TDOC authorization before the actual release event.

Correct Roane County Supervision Records

An error should be directed to the office that created the disputed field. For a Roane jail release entry or booking image, contact the Sheriff's records custodian with the booking number, date range, and exact item at issue. Ask for the existing source record and the office's correction procedure rather than assuming that a general web request changes an official file.

For a FOIL status or date, contact TDOC Records Management and identify the TOMIS or SID plus the exact field. TDOC's archived-record request route can support a request for release, discharge, or sentence material. Identification after release is a separate practical issue. TDOC maintains policies concerning state identification, but no researched source promises that the Roane jail issues replacement ID. A person leaving custody should follow current instructions from TDOC and the Tennessee Department of Safety instead of relying on a general policy title.

When Roane County Supervision Ends

Supervision ends through a recorded discharge, sentence expiration, court action, or other lawful case-specific event. A person who has left prison on parole remains under conditions until that status ends. A probationer remains subject to the court order until completion or discharge. FOIL may later show Inactive, but that label should not be expanded into an unsupported reason. Obtain the discharge record when the precise date and basis matter.

For state records, ask TDOC for the release authorization or certificate, actual release type, supervision history, and discharge cause and terms. For probation, pair the TDOC status with the sentencing court's judgment and any discharge order. For parole, preserve the final Board notice and TDOC release or discharge material. The end of supervision does not by itself erase a public court record, and expungement is a separate legal process.

A clear record chain is brief: the releasing facility proves the physical exit, FOIL and the assigned office prove state supervision, and the court or Board order proves the legal basis. That division keeps a Roane County jail release from being mistaken for a TDOC discharge.
